Turbo Boost problems

Listers:

First, thanks to those who have assisted me with this problem over the past
few weeks.  unfortunatly, I have not nailed down the solution yet.  Here is a
synopsis if what I have been facing:

1. 86-5000TQ - 270k miles. Stock.  Car bogs at 1 atmosphere and above.  turbo
spools normally,  reaching max boost at 26-27C rpm.  Intercooler hose (Mich
Man) did have hole in it.  Strangly, car performed well WITH  the hole.  Now
that it is fixed, I have the boost problem

2.   Have already taken off waste gate top, movement is smooth.  Waste gate
holds vacuum fine.  Have not ventured into the wastegate/exhaust interface as
of yet

3. Have replaced round frequency valve going to waste gate. No change in
perfomance.  | Am suspecting that the juice going to this device may be
shorting out. 
How much current should I be getting through these wires and under what
conditions?

4.  May have to go see Otto if I can't figure this one out -  OUCH!!!

5. Any suggestions appreciated
