Yes, they are. The dual-reflector lights have a separate reflector with a
dedicated H1 bulb for high beams only. This specialisation makes for very
efficient reflectors, and superb high beams. If you do a lot of night-time
driving, the dual-reflector lights do away with the need for separate
driving lights. Of course, there are always those who want even more...

BTW In Europe, these lights are used by the Coupe GT, UrQuattro and
5-cylinder Audi 90 (and 80q). The single-reflector H4 lights can only be
found on the 4-cylinder Audi 80. Main difference in build between those
units is that the dual-reflector units do not accept the amber side-marker
(or, in Europe, the turn signal) units on the outside corners. The cars
that had the dual-reflector units had the turn signals in the bumper,
located alongside the fog lights.

A similar thing happened when Audi made the 200 out of the 100.
