Brian:  Due to some repaired collision damage on my quattro, I had a 
"lip" on my left rear fender, but a rolled seam on the right.  When I 
went form a 6.5" wheel to a 7", the car immediately began to scrape over 
anything larger than a stone in the road (205 tires).  I had a body shop 
grind away the lip, and paint over the grinding.  Cost:  $40  .  Since my 
car had been painted, they thought "rolling" the fender would break the 
paint.
