Stumped.. again

well, I guess I will try one more time before I give up and take it to
the shop.

I have been unable to get the #13 fuse to supply consistent power to the
fuel pump, but when I install a fuse on top of the relay and turn the
ignition on it jumps power to the pump, then I can remove the fuse and
start the car.  I have to go through this procedure to maintain power at
the fuel pump.

I am not getting any code errors, any one have an idea?
