If your car has air conditioning it should be fairly easy to rig a switch
that manually causes the radiator fan to run and you could use that to keep
your engine cooler.  Even though my old Audi Fox GTI didn't have A/C that was
my original thought to solve the same problem.  It turns out that I never
needed to follow through on it, because I found that after I replaced my OEM
aluminum/plastic radiator with an 
all metal unit (I highly recommend Modine ... IUD) that the fan switch came
on more often and kept the engine cooler in traffic.  My theory was that the
metal tanks conducted heat better than the plastic ones and that kept the
engine cooler.  YMMV
