Questions about 4000cs

I recently bought a 4000cs.  I don't know too much about cars so Any answers
to my questions would by helpful:  Why don't the seat heaters don't work?  My
front end slams down every time that Igo over rough road(it hits hard-Why?
 Also I do I make my car go faster? What are some modifications and
approximate cost?  Also, half of the lights go on on my dashboard,
specifically the rpm side, Why?  Any answers would be most helpful.  Thanks
