Two small mentions that might be of some use to someone:

1)  Bulb test circuits are sensitive to the resistance of the bulb.
Different makes of the same bulb will often make its brain think you
have a problem.

2)  The cheapest, albeit not quite adequate way to improve the
lack-luster front beams is to use Wagner Xenon bulbs (also marketed by
NAPA).  I have found these to be noticeably brighter than halogens.  Of
course, this still adds nothing closer to the ground.
