I'm thinking that more likely it is a flap in the climate control box
that is not closing
completely.  Could be a vac. leak or leaves stuck in the works.  If you
have
a Bentley manual, you should be able to run it down.  You can tell if
it's the
heater valve by looking at it and seeing if you can manually close it
more.
Again, could be a vac. leak.  Good luck.
