Have you checked the 10 A fuse that is not in the same row as the rest of
them in the fuse box? Perhaps it isn't even there... It should be plugged
into the row that runs side to side (if it had fuses) instead of front to
back and runs along the side of the box closest to you as you look at it.
I believe the live terminal is the 3rd or 4th one in that row from the 
front (it's the only live one, with real contacts in it, anyway). Sometimes
people use that fuse someplace else disabling the control-pressure 
regulator and thereby causing the problem that you describe. Try it and
let me know.
