Yes, the manuals on all three of my craftsmen click type torque wrenches,
which are of two obviously different designs, all specifiy storing the
wrenches at their lowest setting. No doubt due to spring fatigue.
As a side note, the cheaper of the 3 is spec'd at a 3% accuracy,
the better two with the pivots working on ball bearings is @ 2%,
