A 1991 car will be fitted with a tandem pump.  The brake assist and power 
steering are separate circuits - if _both_ have gone then it's something common 
to the supply side of the pump or quite simply the belt.  Perhaps the car stood 
too long on an old belt?  Either way, it's most likely NOT the bomb or the 
steering rack, and I would just get the dealer to fix it and not worry too 
much.
