Not having an oxygen sensor means the fuel injection system cannot adjust
the fuel mixture for minimal emissions/good fuel economy.  If the fuel
mixture is not adjusted correctly, then you may be getting less power
and comsuming more gas (or getting less power and consuming less gas)
than the engine is capable of.

So, definitely put an oxygen sensor in the car. Also, while the CO tap
tube is not strictly needed, it helps to give the ECU a good "ground"
reading at the same voltage potential of the oxygen sensor.
