Here's all ya gotta do:

Contact the General Manager at your local cable system. Tell him/her
that you want Speedvision. Do it twice a week. Or you can call
1-888-22SPEED 
(1-800-227-7333) Press 1 and then enter your home phone number. It will 
switch you to your local cable company. You can make the request there.
A letter or postcard also carries a lot of weight.

My local company (Cablevision of Connecticut) is adding channels.
Repeated requests get their attention. Speedvision are the folks who
aired the 
run-offs live. They also do Formula One Qualifying and Races, LIVE.
Monday nights, they do Inside Winston Cup Racing and FIA Rallying. Tons
of
other cool stuff.
