Ah, that's the point.  You *don't* want them to run.  That's when you hit
them - when they run in front of you.  If they are standing still in the road
and you hit them, you are guilty of poor driving habits... sorry.  What if
they were a person, or a disabled vehicle?

You want them to stand still.  their reaction to headlights is to freeze -
and then bolt towards the woods - maybe across the road instead of off it.

If these whistles work it's by making them stand still longer - until you've
driven carefully past them or braked to a stop without hitting them.

BTW, isn't coming upon a deer (or raccoon, skunk, armadillo...) family
crossing the road in the  middle of a moolit night a beautiful thing?
