Naw. Those things shouldn't work. They have equal chance of making the
deer (or whatever) to stand in the middle of the road vs. on the side --
another words, anything the whistle might affect is purely due to chance.
There's nothing in deer's arsenal of natural reactions that has anything
to do with a constant high-pitch sound -- assuming those things can even
make sound as they're advertised. The deer will just treat it as a
curiosity -- same as your car's blinding headlights.

If you are really interested in making the deer run, then I'd suggest
something that makes sudden, , short, loud sound. Sound of bear, for
example. A shotgun going off if a good one to snap them out of that
stupidfying trance.
