Poor gas mileage, bogs/surging at part throttle acceleration.

Very unlikely. At 1.3 bar, the computer is no longer using the O2 sensor
to control the fuel mixture.
However, if the setting of the fuel injection at idle is way off,
I suppose there could be a problem when transitioning from using
the O2 sensor.
I was under the impression that

Yes, they don't seem to last as long at higher boost levels.
