turbo problem?

I have an '89 200tq with some significant power loss problems.  The car
loses power when under load(i.e. going up a hill).  The bar guage only
reads a max of 1.3 bar.  I've replaced the intercooler hose, but it
didn't help.  Could it be the turbo is weak?  I didn't find any metal
shavings in the hoses, but the car does have 140k miles on it.  Could
anyone tell me if this could be the problem?  If so, where could I get a
replacement(high performance)? If this isn't the problem, what could it
be?  Any advice would be helpful.
