I'm not sure I get your point here. I want it to look stock and I
now plan on filling it with fiberglass to add to the illusion of a
functioning cat. I plan to sleeve it and use an expander to try
and get the inside diam as close to the original inside diam,
thereby jamming the sleeve into place. 

Are you saying that the ends are smaller diam than the actual
pipe. That could present a problem as I try to slip the sleeve
into place.

A step down to even 2 1/4" wouldn't cause as big a back
pressure as even an unclogged cat in my mind. I could be
wrong though. Thanks for the input.

If you're going to sleeve it, why not just cut the ends off and
enlarge the
holes to fit the 2.5" O.D. pipe?  The OE diameter is 65mm,
which is slightly
larger than 2.5", and I suspect that choking it down to 2 1/4" or
less will
cause a noticeable loss of performance ... or no improvement
in performance,
considering that your cat is presently plugged.
