If you're going to sleeve it, why not just cut the ends off and enlarge the
holes to fit the 2.5" O.D. pipe?  The OE diameter is 65mm, which is slightly
larger than 2.5", and I suspect that choking it down to 2 1/4" or less will
cause a noticeable loss of performance ... or no improvement in performance,
considering that your cat is presently plugged.
