As of the 1997 model year, all Audis sold in the U.S. and Canadian markets
have a dormant remote locking capability.  "Installation" of factory remote
locking is a simple reprogramming operation and requires only that one
purchase the appropriate transmitter/key fob and have the reprogramming done.

This procedure will not work on 1996 and earlier model year Audis.
