For 1996 model year A4s, I'd imagine that retrofitting the factory
remote locking system can be expensive.  However, Audi made a change
for the 1997 and later A4s, and they are now a dealer-installed
option rather than a factory-installed option.  Apparently each and
every post-97 U.S. A4 comes with all the necessary gizmos for remote
locking already installed.  The dealer only needs to plug in their
computer to enable/program it, and provide you with matching remote key
fobs.
