Regarding your search for info on the PA emission rules.

You might take a look at the United States Environmental
Protection Agency web site at
http://www.epa.gov

The new vehicle emission tests using loaded dynos were once
referred to as the "IM240" tests, I don't know if that
still applies...

I believe each state negotiated with the EPA as to what
exactly will be done to meet these new emission
requirements.
