No, they're nearly _three_ times the legal wattage.

I judge my performance by oncoming motorists - none have flashed at me for six
months or more, because the lights and reflectors are clean and the beam has a
sharp cut-off. I also aim the lows about 1 degree lower than recommended, and
the right (offside) light is aimed inwards about 1.5 degrees more than
recommended.

A 55w fog light dazzles _MUCH_ more than a 55w low beam. The reason is the
very fact that they are mounted low - the angle to the road is actually
_HIGHER_ than the low beam headlight. Draw a side elevation of an ur-quattro,
and plot the paths of the low beam and the fog light.

(Actually I think the fogs are 40w.)
