why can't Audi sell cabrios in CA, MA, CT & NY

Okay, they're extremely lax by west coast standards. Linus, you KNOW I've
lived in both Oregon and California. By those standards, Washington might
as well not even HAVE emissions standards. And I have the '87 Ford Escort
papers to prove it. The acceptable level of pollution in Washington state
is much higher than Oregon/California. I'm willing to believe that it's
the same as, oh, say, Nevada, Montana, or Wyoming though.
