Cold Start Problems 4ks

Hello,
I am looking for some guidance regarding starting problems on my 84 4ks.
Recently I replaced my gas pump and filter and continue to have fuel
problems. When the car is cold (>32F) it will start run for a three
seconds and stall. It may do this a few times then it will idle OK. If I
attempt to depress the gas pedal in the normal motion it will stall. If I
press the gas very s-l-o-w-l-y it will respond properly. After a few
minutes of idling the gas pedal will respond. The fuel delivery system had
been adjusted (mixture made more rich) after experiencing these problems.
This fixed the starting problems, but caused the car to run to rich and
blow brown, unburned exhaust. The fuel mixtures was then leaned out
again, which caused the starting problems.
A garage said I needed a new fuel injection system for $400-500. It seems
like something needs to be adjusted.
Any advise?
