Cruise Ctrl and Horn prob on '85 4KSQ

Minor problem on my '85:  When the outside temp is cold { <40 deg F} the cruise
control doesn't seem to 'hold' a speed.  It slowly drops after setting the
speed.

Once the car warms up and/or the outside temp warms, it works fine.  I saw
mention in the archives in one post, but never saw any responses as to what
could be causing it.  Any help would be appreciated.

Also, my horns suddenly quit working a few weeks ago -- fuse is O.K., haven't
checked it out yet (it's COLD out here), but wondered if anyone had experienced
full horn failure on a 4KSQ.
