The closer to the source (ie, _farther_ away from the fan) the better.
This allows you to protect the wiring between the fan and the source,
too.

Can't say. The 4kq (one speed) has 15 A running, 41 A stall current.
This is with the engine off and 12.8 V battery voltage.
