200tq starting/running rough, brakes dragging

My 200tq has taken about 15 sec. to start for about the last year and 
yesterday became almost impossilble to start, will almost stall at idle, 
and has to be tacked up to about 2500rpm just to move the car.
 Also lately if I drive the car for a while the brakes start to drag and 
the car gets very hard to move. If i park it for about 20 min. they stop 
dragging, but soon start again.
