Check your throttle switches for proper operation. They should go to “0”
ohms when operated, any higher and you’ll get erratic problems like you
discribe.
Also the infamous Audi air-leak syndrome will cause this problem. Check
all your clamps and hoses to/from the turbo & inspect all other emission
related hoses for leaks.

Just fixed the same problem in my 87 5KT. Check to see if your master
cylinder is a iron Girling unit. It will be painted black in color. The
problem is the piston will not return all the way back in the cylinder
when you let off the brakes. The problem will vary with under-hood temp.
Changed to aluminum ATE cyl. Problem solved! (after warping 2 rotors in
a short period!)
