200tq problems

The spark plugs fouled in my '89 200tq for the third time.  I've
replaced the spark plug wires and distributor cap with no change.  I've
also replaced the intercooler hose with no change.  When the car does
run, it has a power loss problem going up hills.  Is it possible I'm not
getting enough fuel?  If so, what would cause this?  Do I have a weak
fuel pump?  Could a vacuum leak cause this?  Any suggestions would be
appreciated.  Thanks.
