OK, I get the EM and turbo hot-side, but, would not coating the inside of the
downpipe after the turbo have no effect on velocity at/through  the turbo and
might actually reduce velocity by negating the advantage of cooling the gasses
in the downpipe and resultant reduction in backpressure downstream from the
turbo? 

Don't you want to get heat out of the exhaust gas as fast as possible downstream from the turbo?
