Beware painted used wheels? (Re: bent wheels)

A couple of years ago I bought a used wheel to replace my bent
4KQ wheel.  I noticed that it seemed to have been painted, since
the raised lettering on the wheel was not very sharp.

Anyway, I recently moved it back to the front of my car and am
noticing slight to moderate bent wheel symptoms again.

So is painting a sign of a repaired wheel?  (Does strightening a
wheel harm its appearance enough to require paint?)  Are repaired
wheels more likely to get bent again?  If so, beware of them when
buying a used wheel....

BTW, it looks fine, but now seems to have a few spots with bits of
the paint broken off.
