Could be the secondary throttle stuck open (BTDT).  Quick fix is to
shoot some WD40 or the like into the throttle body.  You can examine the
throttle linkage to see if the secondary is returning to rest (with
engine off).  Car sure was tough to drive with a 3000 rpm idle!
