high idle

Dear listers,

Thanks for everyone, who responded to my plea about the high idle on 5kcst.
I have checked WOT/idle switch and temperature senders as well as took
apart the throttle, washed and put it back, as well as checked voltages and
connections on ignition timing sender, rpm sender, vacuum lines.
Everything's according to Haynes(sorry), except for no voltage on turbo
cutoff valve (blue/black wire). Could that be responsible? Also, maybe I
should check cold start walve and thermotime switch? The engine is
difficult to start when cold, but ok when hot. The rpms start picking up
after starting, as if someone presses the gas. No reaction to idle screw or
switch or disconnected idle regulator. Removal of oil stop stalls the
engine. How can I check the vacuum with the vacummeter? Or maybe the
plunger's sticking? Any suggestions are welcome.
