It's not just the US and/or DOT.  With all the relays Audi installs, they
skip the ones for the headlights.  European car wrote about the VW's and
their "poor wiring" a while back.  Unfortunately they got it wrong.  The
editor was of the opinion that as long as you had separate fuses, you were
okay.  Both (all four, actually) headlight circuits draw power through one
connector.  The power is distributed in the fuse box, but it all comes down
one skinny little 0.5 mm^2 wire.

I put some trick Hella combo fuse/relay units in my car, along with the
euro lights.
