You can probably pull *the cop* over and say his/her cruiser is in
violation of the law. Normally Caprice and what-have-you usually don't
have speed rated tires on 'em. I think majority of police cruisers have
V-rated tires installed, don't they? That would be "out of MFR's spec"
huh?
