You may have a leaking pressure line to the bottom side of the wastgate.
The other possibility is the pressure sensor is bad. I think if it's off
you'd know at idle. One 5ktq I test drove showed .3 bar at idle, but idled
fine. You need .5-.6, I think .7 is too low and will show up as a rough
idle and surge.
