Cutting holes in front bumper

How can I safely cut hole in the front bumper and reinforcement to make
space for my Hella 550 driving lights? I had a set under my bumper last
year, but they had a very bad experience with a driveway. I bought a set
2 weeks ago and at the same driveway (my town library, you have to hit it
just right or bammmmmmm), one of them had another meeting. It was cool
that Hella agreed to replace it free of charge, but I want to avoid this
and maybe up the looks of the 84-85 front end. Just in case, the 550 are
really big. Bigger than the Bosch.
