I can think of a couple of things.  When it's hot, the gas inside the bomb
must get hot = higher pressure.  Shutting the car off, maybe forces
more Pentosin back out of the small leak in the high-pressure
pump-bomb hose, leaving less in the bomb for brake assist?  

Loud pitched whine:  maybe not all of the air is bled out of the system
yet, bubbles back up to the pump then when you start the engine you
get a few seconds of whining?  

Lighter steering:  replacing the bomb means smoother pump operation
as now there is a damper in the system again - more consistent
pressure to the steering rack gives you lighter-feeling steering?

This is interesting as one of the (many, many)  things  I'm going to be
doing is replacing my bomb as I fix my car.  I'll be following this one!
