The Idle Shakes

My 90 10v idle seems to choke for a second or two when idling at a stop
light or even when I am standing still for any period of time.  This
choking happens no matter if the car is hot or cold.
When the car idles properly it is about 9,000~10,000 rpm.  I have turned
the heater off turn the heater to full blast and nothing changes with the
idle dropping and almost choking on lack of fuel.
