SCCA Nomex suit 98' rules

I need a rules clarification racers,
There is a proposed rule change for the 98' season regardign Nomex
suits. Previously for Rally racing, you only needed a single layer Nomex
suit. Under the new rules, you need a Nomex suit with a SFI-2/5 rating or
whatever it is. This means you need a 3 layer Nomex suit or a single
layer suit with Nomex Underwear.
Question is, do these go into effect NOW or not untill the 1999
season. They were going to go into effect in 1998 but I heard that they
have been postponed till 99'. Anyone know for sure.
Oh, and is Nomex underwear uncomfortable? Never worn it before.
I will be racing this summer as a Co-Driver/Navigator in a 5ktq. Need to
get a suit but want to make sure I get one thats legal.

OH, and what about Pro-Ban suits or whatever. Many of the ones I have
seen have the same ratings as the single layer Nomex suits but I have
heard that SCCA doesnt accept these as legal suits. Whats up with that.

Thanks again for any help or leads to used gear. I think I found
a single layer Nomex Suit but still need a helmet that is SA-85 or newer.
Preferably newer. I have a 7 3/8 sized head.
