The injectors have a metal cap which has the extra o-ring. There is a gap
between the cap and the injector which directs air around the injector
nozzle. This air is routed thru the (plastic) cylindrical insert.
The extra o-ring prevents this air getting around the outside of
the metal cap. There are non-viton-tipped air shrouded injectors
BTW, my car has them.
The air-shrouding is supposed to give better atomization of the fuel.
