Charging question

I have a digital multimeter hooked up to my car to monitor the battery and
charging voltage. I noticed that with the lights on, voltage comes near,
but doesn't touch 14.1v. I was wondering if this is bad meaning the
battery (yes, I know it's near 13v) doesn't get a full charge, or it
doesn't make a difference. Should I rev the engine a little after I stop
with the lights off?
