     Hey I have an 88 90Q which is very similar to yours.  I have noticed 
a drop recently too.  I know here in California and possibly Washington, 
that during the winter months, they use a different type of fuel with 
some additive in it that is cleaner for the air.  I noticed about a 3-5 
mpg drop back in November.  While I was in Nevada in December I filled up 
w/ some Nevada fuel and i got back my good 30mpg that i get on the 
freeway.  Just a thought...
