No, it has nothing to do with cruise. It's an "over-centre return
spring" for the clutch pedal. Very hard to compress and almost
impossible to install without a special tool. The tool is very easy to
fabricate, tho.
WATCH YOUR EYES(!) when compressing it in the vise, while trying to put
the tool over it. I almost lost mine while doing it.

Use Li grease in a long-nozzled spray can.
