Stuck rear brake booster

Near the dr. side rear wheel (87 5kcstq) there's a small device with a lever
and spring that's supposed to increase the rear braking when the trunk is
loaded. It appears that the lever that the spring is attached to, should be
movable by hand. Am I correct in this assumption? Mine is stuck. 

My rear rotors are barely getting touched by the pads, calipers have been
replaced in the past, handbrake operates calipers fine.

What else might keep pressure from reaching the rear brakes?
