Literally "Federal Finance Administration".  Not a body I've ever heard of.

Not in German.  Could it begin with "Zermattsilber"?  It's one of the standard 
colours.  "Zermattsilberlack", perhaps?

If so, review your interpretation of the other handwritten characters.  German 
handwriting is sometimes _very_ different from Anglo-Saxon handwriting.
