4k belts

I just had a dealer put all new belts on my 4k.  Now there is a problem
with squealing.  All the belts feel kind of loose.  The question is:  how
tight should they be, and which one is the squealer.  Cooler, wetter
mornings they squeal more.  I adjusted the bottom belt (looks like the bolt
adjusts against the engine block) where the belt feels tighter.  Still
seems to be a squeal upon startup, so I'm thinking its the more vertical
belt.  I can take this back to the dealer, but considering the time and
hassle involved, I'd rather do it myself.  Can anyone offer some advice?
