My gauge has never read full either.  I pulled the sending unit out of
the tank and found that it does have some finite resistance value at the
upper limit.  I suppose that means that either my gauge or instrument
voltage regulator is faulty.  At one point I did measure the out voltage
of the VR and it appeared to be correct.
