They're wrong.  The UK ur-quattro Owners Handbook for my car says the same.  
The microfiche, common sense, and the cylinder head part number disagree.  The 
reason "four star" was specified in the UK was that unleaded of the correct 
octane (98) wasn't available here.  Four star (leaded) is 97 octane, and 
usually good enough.  The filler flap just says 98 octane.
